Hello, I slipped down stairs with a push chair in my apartment block due to broken hand rail in the communal area, it was loose and comes out of the wall. Handrail came completely off. I haven’t reported it to the council yet but should I do that as soon as possible before making a claim against them or wait?

Hi Adisaid. I'm sorry to hear that. Ye sit would be best to report it because it sounds like the repairs needs doing ASAP on the handrail considering how much of a hazard it is. It seems like a high risk to come down stairs wth no assistance, especially with a push chair.
