Can I claim compensation for hitting my head on a road sign that was too low?

I was walking along the side walk and injured my head when I bumped into a very low hanging road sign on a lamppost.

I am only a short girl so the sign would have been low enough for almost anyone could walk into the sign which was only set up recently, I have a picture of the sign and you can see how low to the ground it is, can I claim for public liability?

How much compensation can I claim for a head injury with stitches?
